  14. I connect to my provider at 26400 using my new USR Sportster 28.8 modem.

  16. Why then does Netscape indicate as low as 28 bytes per second up to the 
  17. maxium that I've seen of 1.2K when downloading documents.  Is this 
  18. normal or do I have a modem/setup problem?
